Azure DevOps: "TF401019: The Git repository with name or identifier … does not exist or you do not have permissions for the operation you are attempting."
Azure DevOps gives the same answer, HTTP 404 with TF401019, when the repository is not there and when the account may not read it. It does not tell you which, so check both: the name in the URL first, then what the account may see.
The whole answer
What dev.azure.com answered on October 23, 2026 for a public project, with no token, to a repository name that does not exist there:
curl -H 'X-TFS-FedAuthRedirect: Suppress' \
'https://dev.azure.com/<organization>/<project>/_apis/git/repositories/no-such-repo?api-version=7.1'
HTTP 404
{"$id":"1","innerException":null,
"message":"TF401019: The Git repository with name or identifier no-such-repo does not exist or you do not have permissions for the operation you are attempting.",
"typeName":"Microsoft.TeamFoundation.Git.Server.GitRepositoryNotFoundException, Microsoft.TeamFoundation.Git.Server",
"typeKey":"GitRepositoryNotFoundException","errorCode":0,"eventId":3000}
- The real repository of that project answered HTTP 200. The same name with
.giton the end got the TF401019 above: Azure DevOps repository URLs do not take the suffix that GitHub and GitLab accept. Public bug reports show tools that add.gitto every clone URL failing on Azure DevOps for this reason. - git without a token asks for a password instead. The real repository listed its branches with no credentials at all, but the missing name and the name with
.gitboth got HTTP 302 to the sign-in page, so git asked for a user name. A typo can therefore look like a sign-in problem.
Check, in this order
- The repository name. It is the part after
/_git/in the clone URL. Remove a trailing.git, and write spaces as%20. When in doubt, copy the URL again from Repos → Clone. - The project. Repositories belong to a project, and the URL must name the project that holds this one:
dev.azure.com/<organization>/<project>/_git/<repository>. - What the account may see. A repository the account may not read answers exactly like a missing one. Open the clone URL in the browser while signed in as that account; if you cannot see the repository there, ask a project administrator for Read on it.
- In a pipeline: the job's token can read only what the pipeline's build service account may read. With Limit job authorization scope to current project for non-release pipelines turned on, that is the
<project> Build Service (<organization>)account. To let it read a repository in another project, Microsoft's example gives it View project-level information in that project and Read on the repository. Protect access to repositories in YAML pipelines also limits a job to the repositories itscheckoutsteps name (Microsoft).
List the repositories the account can see
curl -u ':<token>' -H 'X-TFS-FedAuthRedirect: Suppress' \ 'https://dev.azure.com/<organization>/<project>/_apis/git/repositories?api-version=7.1'
The answer has each repository's name and remoteUrl as this account sees them. If yours is not in the list, the account cannot read it or it is in another project. The token needs Code (Read); for a public project, the list also answers with no token. A TF400813 here instead means the token itself was not accepted: what to check for that.
