"does not have a Release file" on ubuntu-latest (Ubuntu 26.04): apt.llvm.org's clang 17 to 20 and the ondrej/php PPA have no resolute
apt looks for each repository's packages under the release name of the system, and Ubuntu 26.04 is resolute. A repository that publishes nothing under that name answers 404, apt prints "does not have a Release file", and apt-get update exits with code 100, so every apt step after it fails too. On the 26.04 image that ubuntu-latest is moving to, the two that come up most are apt.llvm.org for clang 17 to 20 and the ondrej/php PPA. Both still serve noble, which is why the same workflow passes on ubuntu-24.04.
What it looks like
From llvm.sh 17 (Clipper2 #10, October 31, 2026):
E: The repository 'https://apt.llvm.org/resolute llvm-toolchain-resolute-17 Release' does not have a Release file.
From add-apt-repository ppa:ondrej/php (CircleCI php-orb #47, on CircleCI's ubuntu-2604 image):
Err: https://ppa.launchpadcontent.net/ondrej/php/ubuntu resolute Release 404 Not Found E: The repository 'https://ppa.launchpadcontent.net/ondrej/php/ubuntu resolute Release' does not have a Release file.
The URL in the message names the repository, and the part before Release is the release name apt asked for.
Which repositories have resolute
Checked on November 5, 2026, by asking each repository for its resolute Release file:
- apt.llvm.org: only clang 21, 22 and the development version.
llvm-toolchain-resolute-17to-20answer 404, whilenoblestill has 17 to 20. - ppa:ondrej/php: no packages for resolute. The PPA's description says it is being merged into packages.sury.org, which is the way to get PHP on Resolute, and that the PPA still serves Jammy and Noble. packages.sury.org has a
resoluterelease. - Answer 200: ppa:ubuntu-toolchain-r/test, ppa:deadsnakes/ppa, ppa:git-core/ppa, ppa:longsleep/golang-backports, ppa:kisak/kisak-mesa, apt.postgresql.org (
resolute-pgdg), download.docker.com and packages.microsoft.com (ubuntu/26.04).
To check another one, ask for its Release file; 200 means apt will find it:
curl -sI https://ppa.launchpadcontent.net/ondrej/php/ubuntu/dists/resolute/Release | head -1
clang 17 to 20: install them from Ubuntu
Ubuntu's own archive has clang-17 to clang-20 for both 26.04 and 24.04, so one step works on both images without apt.llvm.org:
- name: Install clang 17 run: sudo apt-get update && sudo apt-get install -y clang-17
The patch releases differ: on 26.04 they are 17.0.6, 18.1.8, 19.1.7 and 20.1.8, and on 24.04 17.0.6, 18.1.3, 19.1.1 and 20.1.2. The 26.04 image already has clang 20, 21 and 22 installed (its Ubuntu2604-Readme.md, image 20261026.180.1). For clang 21 or later, or the newest patch release, llvm.sh still works on 26.04.
PHP: packages.sury.org, or setup-php 2.40.0
- With
shivammathur/setup-php@v2, use 2.40.0 or later: its release notes add support forubuntu-26.04. In valkey-glide-php #387, a job pinned to an older release failed with "Could not setup PHP 8.2". - If you add the repository yourself, replace
add-apt-repository ppa:ondrej/phpwith the setup in packages.sury.org'sphp/README.txt: it installs thedebsuryorg-archive-keyringpackage and writesdeb [signed-by=/usr/share/keyrings/debsuryorg-archive-keyring.gpg] https://packages.sury.org/php/ $(lsb_release -sc) mainto/etc/apt/sources.list.d/php.list. Do not add it when a PHP source is there already: valkey-glide-php #387 warns that a second entry for the same repository with another keyring breaksapt-get update.
Or keep the job on 24.04
runs-on: ubuntu-24.04 for that job, or vmImage: ubuntu-24.04 in Azure Pipelines, finds the noble releases again. In Clipper2 #10 that one-line change made all six jobs pass. It puts the change off until the repository publishes resolute, or until you move away from it.
Telling it apart
- The URL in the message is not an Ubuntu mirror (
archive.ubuntu.com,azure.archive.ubuntu.com,security.ubuntu.com), and the release name in it isresolute. curl -sIon that repository'sdists/resolute/Releaseanswers 404, and ondists/noble/Release200.- The Set up job step shows the image
ubuntu-26.04, and the same workflow passes withruns-on: ubuntu-24.04. - "Unable to locate package" or "has no installation candidate" without this message is a package that 26.04 renamed or dropped: apt on Ubuntu 26.04.
Other 26.04 failures
- apt on Ubuntu 26.04: renamed and removed packages, such as
gcc-10andclang-format-14. - GCC 15 on Ubuntu 26.04: C and C++ builds that now fail.
- setup-python's "The version ... with architecture 'x64' was not found": no builds of Python 3.8 or 3.9 for 26.04.
- "conda: command not found" on Ubuntu 26.04: the image has no Miniconda.
See failed jobs from IntelliJ IDEA
Pipeline Inbox for GitHub Actions Workflows, a plugin by Lesstep for JetBrains IDEs 2024.1 or later, lists the runs of all your repositories in an IDE tool window, with their jobs and steps, so the workflows that went red when ubuntu-latest moved stand out, and your current branch's runs are in the status bar. Reading is free; re-running failed jobs, cancelling, running workflows and reviewing deployments are Pro (US$1.50 a month, with a 30-day trial).
